Yes she is. But like much of fanart/doujin art, 'embellishment' happens. As is the topic at hand.
And just to point out, the most 'stacked' DQ girls are probably Jessica from DQVIII and Deborah from Dragon Quest V DS. Though some NPCs could challenge those characters.

If you look at the official art for Manya and Setia (Flurrette) from Dragon Quest Swords, they aren't as busty as someone like Jessica. However, its debatable when you start looking at characters like say, the Warrior class from DQIII. Since she's had so many varying concept art.
Note, I'm just going by the original character designs by Akira. When you look at fanart/doujins, there's no way to compare anything.

For Akira Toriyama's character design, they are. Don't confuse their size with other characters of other artists.
Remember, Bulma and Lunch from DB were suppose to have 'large' breasts in Dragon Ball. Not all artists draw breasts as big as characters heads like characters in Bleach or One Piece.
