Apparently you have never seen someone do photorealistic drawings before, then. I have a friend that has done some sketches *on paper* that look like this. No photoshop involved.
I have actually, and this still looks like doctored photos. To me, I should say. The facial features look traced, while the hair and other added elements look rushed. ...to me.

your 'friend' still had some sort of reference material, or a model to look at

Would you rather some other series of games/manga/anime have as many pictures as Touhou does? Oh, and its an incredibly large cast of characters, with a ton of fans. not to mention its easy for artists to do as they like with how the characters work. If you don't want to see Touhou, just blacklist it.
Shooped or not, I find it quite amusing that Alice's portrait by this same artist has her looking asian even though she's easily one of the most Western characters, while Sanae, the shrine maiden looks like Jennifer Garner. A shooped, creepy Jennifer Garner.
