Honestly this character looks more like someone from KF or MLFM...

It's tagged on the artist's Pixiv page as Haa-chan, and she has the rough hairstyle and flower headband of her full-grown fairy form, forgiving the different color and head wings - https://prettycure.fandom.com/wiki/Ha-chan/Image_Gallery?file=Ha-chanGrowthAsahi.png . I guess it's just an odd, monsterfied version...
