I was certain it was Kyou until you mentioned it. Now, the hair color seems more silver than purple, but I don't remember Tomoyo wearing her hair over her shoulder like that. She seems to be wearing a turtleneck though, which I think Tomoyo had a habit of wearing, and it doesn't help that Kyou's Hair-Napkin would be on the other side anyway.
