Maybe because Nami is normally incredibly violent and not modest at all, while Luffy often acts so much like a kid, its easy to portray him as "bubbly".
The Japanese fan artists often refer to this pairing as mikansarada or "Orange Salad". It does seem to work, and maybe my usual distaste for pairings isn't here since these characters are non-canon, though Oda-designed, to begin with.
