That's a scene where she's calling herself "stupid". Maybe she's imagining Nagi and Chiaki adding to the insult. Well, that's the only conclusion I can draw. The picture is a little confusing at first glance.

I think this may be a Seiyuu joke as well. I'm a bit lazy to check myself though. Whenever i see crossovered chars, i usually go for the Seiyuu joke first.

Nagi's seiyuu is Rie Kugimiya, Chiaki's is Minori Chihara, and Cecily's is Ayumi Fujimura.
