Great Scott! The artist just stole the characters from that artwork. You can still see a bit of the original background around Hiryuu's arrow.

That depends on whether it's a derivative_work or a third-party_edit. Even blatantly plagiarized art is allowed here as long as it's redrawn from the original.

But the characters here look copy-and-pasted into a sort of low-effort collage, not redrawn, so I'm leaning toward this being against the upload rules.
