There is nothing explicit about the picture, removing loli tag as questionably pictures of the same character have not been tagged as such in the past.
I figured yesterday when I re-read the series that she just put her atire on backwards since her back is fully covered. As for Meiling, well she looked shocked to see Flan like that so I doubt this was her idea.
