The head is a lot more tilted in the linked image, while the elbow is lower down, reaching the bottom of Welrod's breast instead of only the top here. In addition, Kronii's body is a lot fuller in figure. This definitely isn't traced, and that's just taking about the lineart, without even going into the very different approaches to coloring and shading between the two images. This is at worst using the linked image as a pose reference, but using other's ideas as reference is like, communication 101 - is your definition of plagiarism really that broad?
