It's highly improbable, probably because in canon these two would never meet. In the world and with concepts of Dissidia however, they form a bond and alliance, and they bring out the strengths in one another.

Through the ideal of Firion's dream, they press onward together in hopes they can find the Onion Knight, and in turn, Terra can achieve her crystal. Nothing really pairing-esque about the two in the game asides the fact they travel together.

But hey, for fans, given how much Cloud is willing to talk with Terra when she's having her doubts, and how much Cloud opens up to Terra about his own insecurities, and the idea of 'sharing' Firion's dream, shows a willingness to be close and a friendship budding.

Seeing as how this game doesn't focus on pairings though, probably why it doesn't seem probable to some.

That being said? I APPROVE OF THIS! It's actually my favorite crossover Final Fantasy pairing. danbooru didn't disappoint. ♥

The fandom of VI and VII hate each other and their games, so it makes sense that we don't see much of this.

Maybe it's an attempt to bridge the gap between these two fandoms.

I wouldn't be surprised if one of the reasons why Cloud likes Terra is because she looks sorta like Aerith.

I'm going to guess that it's because that's his alternate outfit in the game, like Terra's green hair look his her alternate to the blond.

Nope, Cloud's alt costume is his Advent Children outfit.

If you believe that Aeris and Cloud are the true couple of seven then this is probable in an AU universe since Terra and Aeris are said to be alot alike.
