It most definitely is futa. There are no straps or apparatuses to denote a strap on, and other females in the same CG set are futa's as well.
Posting a broken link to an image of her without an erect penis doesn't make her not a futanari, as many artist only have their dicks grow out at certain times or when the futa wills it.
This is not a futanari, not even similar to one. Just visit the game's homepage or download a CG set if you still don't see/understand it. Or if you are too lazy/incapable of doing one of the aforementioned things: see post #989174.
