Not to start a flame war here bro, but you seem to forget one of the basic characterstics of yukkuri is that they're little shits. That would be why they're popular sadistic torture targets. Yeah, they can be cute...when they're not demanding sweets from you or breaking into your house.

They are what the artists makes them like. If he just wants a reason to torture them, he makes them behave like you say (even irrationally so, like some kind of annoying dolls). If the artist doesn't have so simple incentive, he makes them more complex.
You absolutely can't generalize from what you see on OYP, because they mostly upload the first kind. And here, too, applies Tewi's immortal line about infinite number of Gensokyos.
