It varies from artist to artist (and even picture to picture at times) whether they tend to be pet, wild animal, or just general annoyance, as well as how they are treated by people. The only real constants are their more or less super-deformed appearance (as some of them actually have bodies), relatively simple personalities/intelligence, and that they are made of various types of food buns.
