Rumia may not be human, but there are people who don't know that. In danbooru, you use what you see, not what you know, and what we see here is a girl eating a full grown woman. So it is, in fact, cannibalism-
I think the correct answer is to "tag both what you see and what you know, without going overboard". Think when you search by tags, it is often easier to ignore borderline images than to find appropriate tags that include them.
I see that my other note worked. But on the other hand, cannibalism can also refer to a sentient being eating another sentient being, making the cannibalism tag on pictures of Rumia eating humans, not compleatly wrong. This is not completly acknowledged yeat though, since the only sentient being we know is the human species. Much like the question "Is it cannibalistic to eat a sentient animal?"
