I'm pretty sure this is ai-generated looking through the artist's history on twitter and on this site. This particular image lacks the obvious tell-tale signs, but the skirt particularily looks more like it was generated by AI rather than hand-drawn.
It may be ai-assisted in some form, but without a doubt it's ai-generated. There's certainly at least a few specific details that make it obvious to me (after being on AIbooru for as long as I have); The skirt is probably the biggest sign, but there's also hair off to either side that looks disconnected from the rest.
In my experience, with certain models, they also apply a similar type of "grain" like this image has too.
