That is Kongou head silhouette here. But since it is just rough shadow of her head here, everything else is viewer speculation.
So no implied sex in this picture.

Even Kongou tag might not be use due to too hard to see.

edit: wait, I though Kongou is with T-head (part of shadow)...he is actually behind Hiei with something sussy!
