I don't know where you got the idea that you have to be a legendary to have movie.
Just like with Lucarios movie, its just a way to advertise the next generation of games.

I can't see anything about it that would make it a ghost really. I don't know if it will be this one, but I'm willing to bet the Gen V games will feature a dark/fighting somewhere.
Anyway, while its proportions are modern-Sonic-ish and its forearms and claws suffer from that blatant inorganic design the modern 'mons suffer on the whole, it at least has a mostly non-static feel to its fur and markings, unlike Lucario, who has the solid black lines and triangles working against him. (Then again, it could be he has short fur, which might partially rectify his lines.)
I'm not all that crazy about it's design. Not too happy with Pokemon having a 5th generation either, being that the last generation had god as a legendary. How the hell can you top that?
Lucario is every bit as strong as the anime purported him to be. A movie dedicated to him kicking ass is not unfounded. Anyone who knows anything about competitive Pokemon could tell you this.
If they make Zoroark (which, btw, takes it's name from "zorro" [spanish for fox] and "aku" [japanese for evil]) anywhere near as good as Lucario, I think a movie in it's honor will be awwwright.
