If the original image wasn't approved, why would a version where you apparently added a few pixel dots be?

You're not supposed to re-upload unapproved pictures anyway. If you feel the original image should be un-deleted, then you should appeal it. Read about:deletion_appeals.

Well let's not pretend the mods are really on the ball here.
They will approve an image and then not approve one of the same quality from the same artist.

Quality is subjective, but what you mention is exactly what the appeal system is in place to help catch.
