Nagel und hammer seek to kill any 'heretics' (people who use prosthetics) since they view them as impure.
Angela being a mechanical being 'could' be seen as heretical if you look at it in a certain way and stretch their beliefs hard enough, so Nagel und hammer would try to purge her.

They already stretch their views to the extreme so I can see them actively hunting something like Angela. On top of AI being viewed negatively by just about everyone in the City it makes sense that Nagel und Hammer would fly off the handle.
