The CCP cares a lot, actually. AL is constantly being hassled for its designs. Their priorities are just really skewed. They focus harder on cleavage than anything else, and you can seemingly get away with a lot by claiming it as a swimsuit. Ships have been removed entirely from the CN version of the game just because they had cleavage.

That's really strange they do that, because I see all sorts of "Breast Enhancement" drugs and therapies commercials all the time on TV. Maybe the or the city is more lax because of its proximity to HK.
