Sound effect says "Piki" and is commonly used as the sound used when a character gets pissed off. Given the nature of Sakuya and the ease of her death flag triggers, this is pretty much correct.

Okuu just pissed off Sakuya...this fight wont last long, and even with how dense she is, Okuu won't be challenging Sakuya again after this.

And to think Okuu doesn't know that Sakuya's on par with Reimu and Marisa who beat her.... and no one in PCB or IN made such a remark....

I've seen it more commonly as a sound effect for when glass cracks, with a high-pitched tone.
