If Hiroyuki taught us something, like FRien said, and as the infamous Silent Sinner in Blue indicates, once she stops taking things easy, Reimu becomes a force to reckon. Nobody can stop her - not Marisa, not Sakuya, not Sanae, not even Yukari, much less gamebreaker Yorihime. Probably the only person who can stop Reimu is Reimu herself.

I see what happened in PCB was that Reimu didn't say WHEN Yukari had to fix the border, so when Reimu won, Yukari was able to slack off and by the time people realized Yukari didn't do a thing, they no longer cared.

When you play a game, how can your main char lose to any enemy at all? Even if the producer makes a freaking OP enemy as long as it is in the plot the main will eventually defeat him/her/it. Other wise you suck at playing.
So yes Reimu canonically is the strongest, stronger than Cirno, but I (and many others) don't care.

While that's true in most cases (I like reading that stuff myself, it's worth a chuckle), it's not in the Touhou universe.
Not only has ZUN straight-up said that Yukari's power rivals that of the gods (she has ABSOLUTE CONTROL over borders, INCLUDING that of life and death itself, and Yuyuko's canon ability is to induce death in the living), but Yukari has also said that if she, Yuyuko, and Reimu were to team up, they would still be no match for Shikieiki...who was defeated in Phantasmagoria of Flower View.
I'm not even going to get into the abilities of the various youkai in Gensokyo. Most of them are ridiculously powerful, which is why the Spell Card rules exist.
