I'm not sure how long you've been reading fanon stuff, but people generally assume that SOMEone's made something in the series that'll allow this, most likely Eirin or Nitori.
Well, even in canon, if Remilia is bored and somehow wants to try having a child for unfathomable reasons, she could just ask Patchy to develop some kind of magic to make it possible. That wouldn't be that great of a feat if you consider what she already achieved as a magican.
Patchy is pretty much the person in charge of keeping Remilia's boredom to a minimum to avoid new incidents. In Perfect Memeto it's stated that she is the one in charge of making trouble, so it doesn't get boring.

Oh yes it would. Remi is a vampire, which means her body is a corpse. Finding a workaround which doesn't involve the one taboo that nobody in Gensoukyou can break - that is, creating life where there was none - would be no mean feat, even for a witch twice Patchy's caliber.

Lemme just correct you on something here;
Touhou vampires aren't actually corpses, they're living beings just like you and me.
...with wings and fangs and a habit for sucking people's blood.
