どうかと思う means something like "I don't know what to think (about the subject)". It implies doubt or suspicion about the thing being referred to.
So what she's really saying is more like "As expected, I can't understand what you're thinking, sister!"

Sorry, for the bad translation, It is very difficult for me to express my thoughts in Spanish correctly in English because I don't have much practice and I don't know the expressions very well. Next time, I'll check with someone else to be sure.

Thanks a lot! Yeah, I got blocked about that specific part. I adjusted it as I think the "onee-chan" means to herself.

No worries. English isn't my first language either so I tend to try to practice with both Japanese and English.
It's just I thought usually, either worldendDominator or Nazdrovie would want to translate any Onimai fan manga so I usually leave them be.

I suggest to also add "check_translation" tag in case you're not sure.
