There are short girls with VERY large breasts in reality. I remember seeing this small/short girl with quite the rack.

I thought out of proportion breasts was for when they were considerably larger than the characters head? These don't appear to be.

THIS is considered out of proportion? I've seen worse on danbooru. Much worse. I was going to flag it, but I just left it alone. Too bad I can't find the link.

Well its not that danbooru moderation has ever been by the book or even has a real book to read.
Though this and similar situations could be solved just by making the normal tag limit be three instead of two or making deleted/blacklisted pics a filter.
