Trying to discern whether or not this needs the traditional_media tag. Either this guy has some amazing control with watercolors or it's a really nice photoshop effect.
It's not that hard to put a semi-transparent layer like that over the pic and make the whole thing look like a painting in general. Actually, it's not hard at all.
When you look at the rest of his works, I'd say 95% its a nice PS job.
