Well, she's not really BULLYING China so much as she's punishing China for slacking off. While the retribution may at times get a little...overdone, Meiling does at least deserve punishment for shirking her duties. :)

Also, how much of the bullying is canon and how much is fanon? For that matter, how much does Meiling actually sleep on the job?

Considering her first appearance was trying to beat the crap out of you for trespassing, I doubt she really sleeps all that much in canon. Then again, I haven't seen any of the endings, so maybe they show something.

The meiling knifing this is entirely fanon. Meiling does take a few siesta's but she's basically aware of every little thing that happens in the mansion, the only one that gets past hern is Marisa.

Sakuya does reprimand her, but it's no more than just scolding.
