It could easily be simply another Intrepid-class ship. There were at LEAST two others made (USS Intrepid and USS Bellerephon), and Voyager itself is still viable in the relaunch novels. Additionally, no registry is visible, so it could just be a random Intrepid with a random Starfleet officer.

It looks that way from the Pixiv page: there is no indication that it's Voyager or Janeway. The only specific Trek mentioned is in the description, where the artist says "I'm looking forward to Star Trek XII ".
Removing Voyager and Janeway tags.
