I can supply a possible answer for this. Likelihood is, a girl who is short and KNOWS she's short may have a complex about it - at least, it's cuter if she does because then she'll be embarrassed by doing things that draw attention to how short she is, for example standing up on her toes. In conclusion: if she's standing on her toes to kiss you, it means she's willing to put herself through something that she finds embarrassing just to be closer to you. It's the classic case of 'it's embarrassing but it's all right if it's with you', which crops up a fair bit in fluffy Japanese romances.
