Well, if you blow up a Namekian's head the regeneration won't work. In Cell's case each cell in his body had its own individual 'brain/mind', so even if you blew him down to just one cell he'd get fixed up.

This isn't true. Quoting from chapter 413 of Dragon Ball.
"There is a small core within my head... It functions as my nucleus... So long as the core is not destroyed my body is capable of endlessly regenerating..."
As far as I know the full extent of Namekian regeneration is not known, though we can assume more of the head needs to be left than in Cell's case.
Wow...looks like hanging out with Mr. Goody Two Shoes (Goku) has finally taken it's mental toll on his mind.
I can just imagine Goku handing over all of his money to two common street thugs because it would be wrong to fight them since they're weaker than he is.
