Corny it is, but it's exactly what it means: they're meaned to be together like a shellfish needs its two shells to be whole.

The term is "kaiawase" (貝合わせ) which literally means "joining (matching) shells together" but in slang it translates to act of lesbian sex (tribadism to be exact).

It's not the first time in anime when two girls are innocently playing with shell matching anyway... :)

Of course not. But this is NanoFate. Since they're looking at each other, it means they're married. (Don't worry, I'm being sarcastic.) It's also not the first official art to be shopped and passed off as original. I just think their hand holding in this pic looks unnatural for several reasons.

Don't worry Tomoyo, this couple doesn't depend of bad shooped fanart to be canon. You should re the new Nanoha Vivid manga if you want canon NanoFate, Nanoha Force is another new manga but Nanoha and Fate barely appear.
