    One might argue that the eye could be part of her outfit or only there when her power is in use.

    A fair point. However, as there is no evidence to determine if she has an "on/off" state, I default to the assumption that the Eye and other components must be apart of her character.

    I would go further to say the Eye is perhaps the most iconic part of her design. Frequently there is depictions of her without the Control Rod, Galaxy Cape and Chernobyl Foot. However, with the Eye, one could easily go "Oh hey, it's Reiuji". The same can be said for the other components I made above. Ergo, without at least one of the four components the drawn character is very detached from its supposed origin.
