Let's see here, Lily most likely to mock everyone here, but Yuuka here never bullies but she hurt you physically if you do something bad.

I think that's not Lily that got picked on, but rather Sakuya talked about her own experience. And we all know Rem wants Letty to play with more.

You could be right. There's no actual subject in Sakuya's comment about who got picked on; it could be her or Lily. However, the previous sentence is definitely about Lily being the meddler. It could be that Sakuya befriended her to protect her from getting picked on.
