I'm kind of leaning against one of them being Richard P. Leary since Leary and Edwards launched from the same dock on the same day which would entice Kantai Collection artists to make them look very similar.

Richard P. Leary's hair color is completely different than the girl in this image. At most, it's an early version of her, similar to how an early version of Fletcher's 9th Anniversary art can be seen in the announcement of Johnston's 7th Anniversary outfit. Removing her tag.

I didn't add the tag, but her hair is only slightly darker here and is the exact same style, so I'd be quite surprised if it isn't her. Still, I'm fine with leaving the tag off until we get better confirmation.
Richie's swimsuit CG has been introduced tonight and yeah, that orange bikini is similar to the one here. Adding the tags.

I think you're overreacting. That's clearly supposed to be Richard back there. It's only slightly different from her actual appearance at best. If it was an entirely different design, then sure, but the only difference is a slightly off hair color.

I concur. I believe that the resemblance, the swimsuit, and the implication that those two in the background are Fletcher sisters (or at least USN girl) should be sufficient.

When I've run into this before, the official word given to me has been "note the early versions on the wiki, but don't tag them on the image", which is the reason why I've removed the tags. If that directive has changed, then someone of approver or moderator rank can let us know.

IIRC it was regarding the early version of Fletcher's anniversary art linked above, back when I was going through the remodel tag. I'll see if I can dig up a link.
EDIT: asked anew while I was searching and was told differently. Fair enough, I was mistaken, re-adding tags.
