I think a tag is usually removed when it doesn't contain anything more than a couple of pictures or is too obscure, and a pool is removed when it's redundant, generally speaking.
I don't know why A Maid's Ecstasy was removed, though...

As some people and the mods themselves have said, the pool was mostly about Sakuya having nosebleeds where a simple search of "Izayoi_Sakuya Nosebleed" would suffice.
