Possibly becuse she NEEDS to. The bottom of Okuu's concrete "shoe" doesn't look all that flat or even, and if she really can't take it off, she may need the slipper to even out the height of her other foot so she can walk without limping or lurching (sorta like someone who needs a orthopedic "lift" to compesate for a short leg or club foot. The only alternative might be to fly/hover everywhere which might be tiring. Though I freely admit I have no idea why she decied to use one from the bathroom.

According to Oriental Sacred Place, she can take off the concrete "shoe".
