I think those are actually supposed to be dog ears. Also, it's drawn pretty shoddily...

I think the artist is new, i saw the pic on pixiv once but at the time I could not understand it but I think it was one of the artists earlier works. So maybe he has improved.

But an inu Meiling is fine too

Panda Meiling is acceptable in my book, too.
