I haven't read the manga, but I think it's just as likely that she's a minor character who gets fanart focus because of her fanservice potential, kind of like how there's more Tifa than Cloud fanart on this site.

It's manga without main character. Each arc is two fighter fight until one dead. And yes, about that fan service is totally correct.
