Rubys hair only needs to be like that in Special, there is nothing that says that his hair cant be white in the games.

Not true, Venegade. Even in game art it pretty clearly looks like a hat.

Actually, if I remember the manual correctly. Some of the offical art has it as hair too. Mainly Ruby/Sapphire.
