Youka is a youkai who would become Yuuka - if there was a bit more energy in her, more or less. She doesn't have enough, so she slowly dies from the day she is born until she dies completely. Basically her energy runs out because she can't "become" Yuuka.

Youka suffer the reverse of Youkai longevity is the simplest way to put it

You could not have made that comparison any less nerdier, could you?

And not exactly. Kadaj has to touch his mother to become grow up and become Sephiroth, whereas Youka just didn't have enough energy to become Yuuka in the first place.

A better comparison is trying to break out of the gravity well. If you reach that critical escape velocity, you're free, off into the wide universe. If you don't have enough energy, no matter how hard you try you'll just...fall back to earth.
