You have to be joking if you think that this deserves zettai_ryouiki. Learn the definition of the tag.

I've been misusing that tag myself without realizing it, so here's the wiki: zettai_ryouiki

RiderFan made up that part, it has never been a rule that zettai ryouiki can't show panties. I'm gonna rephrase that to make more sense.

The absolute zone refers to the skin from thighhighs to skirt. Panties would violate the zone. Hence any image such as this would not be deserving of the tag.

This is true, not because of the panties but rather because she's lifting her skirt. Presence or absence of panties in the pic is irrelevant. If it's a pantyshot pose it can still be zettai ryouiki, as in e.g. post #565716.
