well, based on it's looks, the Sandai Miko's predecessor was more a ranged fighter/possibly a diplomancer/mighta sexed the yokai to death judging from the utter flimsiness of that outfit.

I'd say that outfit is more ceremonial in nature. It wouldn't have been nearly as revealing on a more modest bust (implied to be the case by Rinnosuke).

Probably, the previous Miko was one who relied more on divine power and purification than this one (who uses more brute force and agility) or Reimu (lazy bullet-spammer, untouchable hax).
