Not having sound is an artifact, a limitation of pixiv, not a feature.
That's like saying jpeg from twitter should be posted when there's png on pixiv already; or censored version from pixiv, while there's otherwise identical uncensored one on baraag.

They both have their uses in some places, but Danbooru considers both of those as "inferiour" versions, while variations (like textless version) aren't.

"Have their uses in some places" only applies when "otherwise identical" is false (e.g. uncensored jpg twitter vs censored png pixiv).
This post, however, is not a variation, was not intended to be published by the artist like this, and is inferior in every way.

The evidence is how image formats and site limitations work.
Usually, when artist posts their work on a platform with such limitations, they either don't know/care that it may get recompressed/reencoded/butchered in any other way, or accept it as a trade-off for their work to have more visibility/reach.
In this specific case, (or, as another example, many shikikat's collaboration works), such evidence is reinforced by artist giving a link to original - unmodified by the platform, the way it was produced by software they use, on their computer - file, in the work's description.
