Because Jin is Ky's spiritual successor in terms of design concepts:

-blonde swordsman
-wielding an elemental weapon and magic
-works for an international police-like organization (which turns out to be corrupt)

The difference is, Ky is noble and honorable, while Jin is weak-hearted and psychotic.

As the story continues, Jin will be more and more as Hakumen. Character development will set them both pretty close in personality. DP/Fireball fundamental character by gameplay are both of them.
