I understand the purpose of the contemporary tag, and the alternate-setting sort of art as well, but this is probably taking it a bit too far. This way, there's not really anything but the artist's word to show that this is really Alice.

Yes, and? Thats the way we tag it. If the artist says he's drawing an Alice, we tag it as Alice. If it OBVIOUSLY looks like someone else maybe you can tag it as cosplay. Its not much different when people come across original artist works that people tag as character request.
I think you've gone and made an incorrect assumption about why I said that. I wasn't addressing the correctness of tagging it by name at all. I was merely noting that it's somewhat unfortunate that the artist didn't find a way to slip in some notable detail or other that would help the viewer to instantly recognize that this character is Alice Margatroid.
