If alternate realities are considered canon, then yes it is.

Actually it is canon and not an alternate reality. Oda placed the events of Strong World to be in between Thriller Bark arc and the Sabaody Archipelago arc.

It's true, I do recall shiki saying in a flashback somewhere in the manga his plan will take place in 20 years.

IIRC the Manga tie-in is considered canon, the movie is not. I don't remember where I've read this though

The manga tie-in can't be canon if the movie isn't canon too. They're pretty much attached at the hip.

Accept that the movie is canon because there's no reason it couldn't be.
