Natlan isn't 100% based on native/Latin America. That might be the MAIN cultural basis, but if you looked into the lore of Natlan you can see very obvious African references too like the historical tribal leaders of Natlan and characters like Iansan and Ororon (whose names seem to derive from West African deities). Not to mention the possibility of other characters like Mualani (who has a Hawaiian name) and Mavuika (a Maori goddess name, but they were never gonna make her look too different from Himeko for obvious reasons). It's very, very mixed. In the case of blackwashing/darkening characters' skin, I think it's totally fair to expect darker skinned people in Natlan due to how much of the region is based on influences from outside the American continents If characters from Inazuma can have lighter skin like real Japanese people, why can't we see a variety of skin tones to represent the diversity of Natlan's culture? Aside from Hoyo wanting to make the characters more marketable to the Eastern audience and other people who prefer lighter skin
And btw, vitiligo is a skin condition that is not restricted to any race, the people who draw Xilonen with this thought it would be creative to represent her jaguar motif as patchy melanin spots. And? all works of fiction are based on real-life concepts, ideas or cultures, even if you try to make something out of your own personal mind, you'll find out it similar to X or Y cultures one way or another, and the whole of Genshin is basically a mishmash of concept, culture and ideas put together, neither Liyue, or Mondstadt or any of the regions so far are pinpoint-accurate to the cultures they take inspiration from, on top of the fact that the game doesn't happen in real life, the people of Teyvat live in what's essentially a giant, Pangea-like continent, unlike in real life in which a giant sea divided america from europe/africa/asia, so having light-skinned people that exist in Natlan is hardly far-fetched in the context to the game's world, especially if you pay attention to the lore and how at one point, they used to be a single civilization before being divided into the current nations.

It's a work of fiction, precisely because it isn't trying to represent real people or places. Chinese players have confirmed that Liyue isn't a true accurate depiction of China, just like Mondstadt is basically every european medieval fantasy trope put together, hell, in the game's lore, the people of Sangonomiya are essential descendants of genshin's version of Rome that later asimilated into the culture of Inazuma. Just because Fontaine has some french words here and there, doesn't really mean it's a true representation of France beyond surface level. It's mostly to have a framework of concepts to keep each nation more consistent thematically.
When someone tells you there's no "africa" in the game, it means the same as telling you there's no europe or asia in genshin, because the whole history of the game's world is completely made up, and thus the circumstances that made the real world be the way it is can't be applied to a fictional setting that doesn't follow them to begin with, we only recognize it as such because of those superficial aspects we are familiar with.
