It's a reference to the anime-original Railgun ending: Mikoto faces off alone against the villain, who uses a "Capacity Down" sonic weapon to disrupt Mikoto's powers. In the anime, Saten finds a control room where the sound can be turned off by breaking the panels with a baseball bat. Here, she takes the more obvious and believable solution of just covering Mikoto's ears.

I doubt that's about to work. First of all covering the ears isn't soundproof. And if that was about to work, it would have worked already.

Middle schoolers can't cast Lightning, either. Like I said, it's still more believable than what the anime came up with.

Anyway, it doesn't necessarily have to be completely soundproof to have sufficient effect, for someone of Mikoto's caliber if no one else.
