Eh, I say they are mostly in equal terms. Kuuga can shatter the world with the Ultimate Mighty Kick at full power, Yuugi can probably do similar feats since she's said to be the strongest of the oni, which have shown to be able to do feats like destroying the moon and reforming it.

Okay, while I can buy Shiki dominating almost everyone (even the likes of Yuuka admit inferiority to her as she's basically a weaker version of the Living Tribunal) I have to call BS on Suika breaking the moon. The Lunarians were portrayed as some seriously broken b*stards and if someone had shattered the moon and they didn't all die they would have retaliated and retaliated hard (considering Eirin hid all of Gensokyo in a pocket dimension during IN just to avoid detection from the Lunarians and Toyohime alone trumps Yukari, all of the moon declaring war on gensokyo or at least on Suika, would end badly for Suika).
