i imagine its because its sexier,and its just a little easier to imagine someone with a china dress without pants.
why?im not sure but a certain videogame character does come to mindchun li(though to be fair ive seen people wearing an outfit like this in real life)though thats just my guess

Could also possibly be a bit easier, since they don't have to deal with the folds of the pants and all that.

Pretty much. ZUN made it seem like she wears no pants, but her wearing pants in the fighting games makes it 100% canon. Though I agree it "easier" without pants, given the average pantyshot and all.

I think drawing her with pants is more easy, the show those curvy legs one have to be an expert.
